Data submission in 2017

The main task of Statistics Estonia is to provide reliable and objective information on Estonia. In order to do that, data are collected from enterprises, databases and individuals. If possible, data from national registers are used for statistics production – in 2016, register data are used for nearly a half of the questionnaires. Since statistics production requires also information which is not included in the registers, data need to be collected directly from enterprises and institutions as well.

You can check which questionnaires your enterprise is expected to submit in 2016 on Statistics Estonia’s website under the menu item “Obligation to submit data”.

Over the course of the year, the list may be supplemented with more questionnaires. You will be notified of that in advance.

Each questionnaire is provided with information about the aim of data collection, the main agencies on whose commission the data are collected, the statistical activities for which the data are required, where they are published, etc.

Smaller enterprises are generally selected for data submission using random sampling, whereas enterprises with over 50 employees or smaller enterprises which are engaged in significant economic activities are required to submit questionnaires each year.

In 2017, some changes will be made in data collection.

  • We have collected feedback and suggestions from respondents regarding the data submission environment eSTAT. I am pleased to announce that, in 2017, we will be able to act on a large number of these suggestions thanks to assistance from Structural Funds.
  • Statistics Estonia is making determined efforts to receive as much data as possible from other data sources. As a result, in 2017, respondents will have to submit 14 questionnaires fewer than in 2016.

For data submission, we recommend using the electronic data collection environment eSTAT. In order to join eSTAT, a person with the right of representing the enterprise/institution shall file an application. The application can be submitted on eSTAT or sent to Statistics Estonia as a digitally signed application form via e-mail ( The questionnaires available via eSTAT have been partially pre-filled; information on pre-filling is provided together with the description of the questionnaire.

The legal basis for the obligation to submit data is provided by the Official Statistics Act and the order of the Government of the Republic “Statistikaameti 2016.–2020. aastal tehtavate statistikatööde loetelu”, (List of statistical actions to be performed by Statistics Estonia in 2015–2019, available only in Estonian). What is a penalty payment and when is it imposed?
Upon failure to submit data or submission of distorted data, the producer of official statistics has the right to issue a precept for the elimination of the violation to the respondent.  Upon failure to comply with a precept, the producer of official statistics may impose a penalty payment pursuant to the procedure provided for in the Substitutive Enforcement and Penalty Payment Act. The upper limit for a penalty payment is 2,000 euros (Official Statistics Act, § 39).
