When can one complete the questionnaire in eSTAT?
eSTAT is open round the clock. Natural persons who are not registered as users of eSTAT can submit data from 01.09.2010 from 00:00 – 10.09.2010 till 24:00. All legal persons, as well as all natural persons who have registered as users of eSTAT before 19.07.2010, are able to submit data through eSTAT until 01.10.2010 till 24:00.
I cannot log in eSTAT with ID-card?
Check:
- whether the ID-card has been entered into the reader properly and whether the reader has been connected to the computer?
- whether the ID-card software has been installed? The software can be installed on the Internet at the address www.installer.id.ee
- whether the ID-card certificates are valid? The validity of ID-cards can be checked on the Internet at the address: www.sk.ee/id-kontroll, where one can also update the ID-card.

I cannot install ID-card software
In general this problem is common with persons who use the enterprise’s/institution’s computer where the user has no rights of the administrator. To solve the problem you must turn to the IT specialist of your enterprise/institution.
I do not know the PIN-codes of the ID-card
PIN-codes are given out together with the ID-card. If you have lost your codes, you can get new ones from the Citizenship and Migration Bureau of the Police and Border Guard Board or from the bank office providing ID-card services.
Why cannot I enter eSTAT with the ID-card although the respective software has been installed in the computer and ID-certificates are valid?
Close all the windows of the web browser. Install the ID-card in the reader, connect the reader with the computer and open the browser. It is important to open the eSTAT page in a separate window.
How much does it take to complete the e-census questionnaire?
Completing the questionnaire takes about 45 minutes.
Can I change the answers in the questionnaire of e-census if necessary?
The answers can be changed until you have not completed filling the questionnaire. When you have confirmed the questionnaire at the end of completion, you cannot change the answers.
Can I disrupt completing the questionnaire and continue later?
Yes, the data will be preserved if you click on “Save and continue” before disruption. If you disrupt filling the questionnaire before saving it, the data of the page that was not saved will not be preserved after disruption.
