The data on the page, which is open at the moment of interruption, will not be saved (because you have not clicked the “Save and continue” button).

Yes, you can. If you do not know the personal identification code of a household member, you should leave this field empty and enter the sex, date of birth and age of the person manually.
In this case, you should check whether all the mandatory fields in the table (first and last name, sex, age) have been filled in. You should also check whether there are any unnecessary empty rows in the table – these can be deleted by clicking the cross symbol at the end of the row.
The answer should be entered as specifically as possible within the limits of your knowledge. The approximate year when the former administrative division took effect is asked for the purpose of facilitating further data processing (encoding).
Several factors determine how quickly the data are saved and you can move to the next page:
1) It is possible that a large number of respondents are filling in the questionnaires at the same time – it is recommended to check the system load indicator, displayed at www.REL2011.ee during the e-census. If the indicator is on a red background, choose another time for completing the questionnaires, if possible.
2) The respondent’s Internet connection could be slow;
3) The system may be busy verifying certain elements of the entered data (e.g. to prevent accidental typing errors, to pre-fill certain response fields, to display the required questions) and, as a result, questionnaire response time can be slower in case of some questions. This is indicated by a rotating hourglass symbol on the screen. In this case, it is advisable to wait before continuing.
If answers are typed at a very high pace, it is possible that the system is not able to save them and some entered data (characters) may disappear (e.g. a surname in the list of household members).
The e-census environment uses logical controls to detect any conflicts between entered data. A conflict is indicated by a general message in the upper part of the screen and a detailed error message or warning next to the respective question. An error message highlighted in yellow is a warning about possible errors in data. In this case, you should re-check the entered data. If everything is correct, the error message can be ignored and you can continue filling in the questionnaire by clicking the “Save and continue” button. If there was an error in data, it should be corrected. This can be done by going back to the question where the error was made. An error message highlighted in red means an outright error – the entered data indicate an impossible situation. You should correct any erroneous answers before you can continue filling in the questionnaire.
Some response fields in the questionnaire can be pre-filled with data from registers or the 2000 Population and Housing Census. Such questions are only displayed to the relevant person if the address of his or her permanent place of residence is the same as the address in the Population Register. This includes questions on legal marital status, country of birth, mother’s, father’s and grandparents’ country of birth, citizenship, mother tongue and the place of residence according to the census of 2000. In the Dwelling Questionnaire, the construction time of the building is pre-filled if possible. The answers in pre-filled fields can be corrected by the respondent if necessary.
The data in pre-filled fields may be out of date, because they were prepared in advance – during the summer of 2011. If the pre-filled details are incorrect or out of date, you should simply correct them. N.B. Your details will not be automatically corrected in the registers, which were used as data sources for the pre-filled fields, because census data will not be released to other authorities.
If a person’s questionnaire has been filled in by the person’s household member, the person will be able to see and correct the data. If the person has completed his or her questionnaire himself/herself and has marked it as completed, these answers cannot be changed by anyone.
You cannot continue filling in an incomplete Personal Questionnaire of your household member if he/she has already started filling in the questionnaire. However, you can open and change a finished questionnaire if it is your own Personal Questionnaire, which was initially filled in by another household member. In this case, the questions have been answered and you can correct any answers. An unfinished Dwelling Questionnaire can be continued by any household member.
If you have logged into eSTAT with your ID card, Mobile-ID or Internet bank codes, other household members will not be able to see your Personal Questionnaire. The Personal Questionnaire of another person can be seen only by his/her household member who fills it in.
Yes, once you have entered the address of your permanent place of residence and this address is the same as the address entered by the person who completed the questionnaire on your behalf.
Each person can only complete one Household Questionnaire – on his or her own household, which means that you can answer on behalf of your parents/children only if they belong to your household. N.B. In case of people studying at a university or a post-secondary vocational education institution, their place of residence is their dwelling at the place of study, and not their parental home.
If the person under guardianship lives in your household, he or she should be added to the list of household members and the relevant questionnaires should be completed after that. However, if the person under guardianship lives elsewhere (e.g. at a care home), you should use the ID card or Internet bank codes of the person under guardianship to log into the e-census environment and complete the person’s questionnaires.
Yes, you can. The questionnaires can be completed in Estonian, Russian or English. N.B. If an error message on a red background has appeared next to a question, you must correct the error before you can change the language.
In order to finalise the census form, all questionnaires have to be marked as completed. Once you have done this, click on the button “I declare the form completed” which is then displayed on the summary view page. You have now completed the e-census and may close the browser window.
