Changes in Intrastat 2012

Informing of the data providers

Enterprise can find the information about its Intrastat obligation in 2012 on Statistics Estonia website under the heading Andmete esitamine/Andmete esitamise kohustus or Data providing/Data providing obligation. From the column „Märkus/Comment“ can be obtained the additional information about what fields in the Intrastat report have to be filled in (all fields or only mandatory fields). Also all the needed information can be received from eSTAT or Statistics Estonia help desk by phone +372 625 9100 or e-mail: klienditugi at stat dot ee.

As Statistics Estonia does not have a complete overview about the turnovers of enterprises in the latest months, Intrastat obligations can be changed while the additional information has been submitted.

Joining the euro

In 2012 the Intrastat reports can be submitted in euros and also other currencies according to the Classification of Currencies and Funds which is available on the website.

Statistical thresholds

In 2012, the statistical threshold for dispatches of goods will change. Instead of the previous 90,000 euros the statistical threshold for dispatches of goods will be 100,000 euros. It means that in 2012 the Intrastat report has to be submitted by those enterprises which turnover of dispatched goods to the EU countries in 2011 was bigger than 100,000 euros. If the enterprises exceed the statistical threshold during the 2012, they also have to submit the Intrastat data. The statistical threshold for arrivals of goods is 140,000 euros (in 2011 it was 130,000 euros).

Changes in classifiers

In Intrastat reports for 2012, the commodity codes have to be marked according to the Combined Nomenclature 2012. The overview about new codes, deleted codes and correspondences between codes for the current and previous year can be found on the website from the document ”Changes in Combined Nomenclature in 2012“.

In 2012 the supplementary units of some commodity codes will change. Further information can be found on the website from the document Changes in supplementary units of commodity codes in 2012“.

In 2011 the classifier of delivery terms changed. According to the ”Incoterms 2010“ four delivery terms including, DDU (delivered duty unpaid), DEQ (delivered ex-quay), DES (delivered ex-ship) and DAF (delivered at frontier) are not valid any more in 2011. Two new terms have been added: DAT (has replaced the Incoterms 2000 rule DEQ – delivered ex-quay) and DAP (has replaced three Incoterms 2000 rules: DAF, DES, DDU). In case the purchase and sale contracts still made under INCOTERMS 2000, then in Intrastat reports for 2012 the delivery terms under the same Incoterms can also be used.

Electronic reporting

The enterprises which use for submitting the data the Excel programme of Statistics Estonia ”Intrastat.xls“ have to download the changed classifiers (commodity codes and currency exchange rates). It is advisable to download the full package, which includes all the changed classifiers.

The enterprises which wish to submit the data by online programme eSTAT, have to fill in the application of the main user on the website of Statistics Estonia.
