County line – passenger transportation by local county lines, the road of the start and end point are located in the same administrative territory of the county. The county line includes the public, commercial and special line transport.

Domestic traffic – the origin and the destination point are inside of Estonia.

Highway line – passenger transport line, the road is located in different counties.

International traffic – the origin and/or destination point is outside of Estonia.

Non-scheduled traffic – customer transporter or transport initiative formed a group of passengers between the carrier and the customer order or contract.

Notifications about the dissemination of statistics are published in the release calendar, which is available on the website. On 1 October each year, the release times of the Statistical Database, news releases, main indicators by IMF SDDS and publications are announced in the release calendar (in case of publications – the release month).

8.3. User access The policy for release of the data to users, the scope of dissemination (e.g. to the public, to selected users), how users are informed that the data are being released, and whether the policy determines the dissemination of statistical data to all users.

All users have been granted an equal access to official statistics: this means that the dissemination dates of official statistics have to be announced in advance and no user category (incl. Eurostat, state authorities and mass media) can have access to the official statistics (results of official statistical surveys) before other users. Statistical information is first published in the Statistical Database. In case a news release is published based on the same data, the information provided in the relevant news release is simultaneously published in the Statistical Database. Official statistics are available on the website at 8.00 a.m. on the date announced in the release calender.

To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, EU Statistics Code of Practice and the ESS Quality Assurance Framework (QAF). Statistics Estonia is also guided by the requirements provided for in § 7. „Principles and quality criteria of producing official statistics” of the Official Statistics Act.

Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process (this information includes, among other things, feedback from users, process metadata, system metrics and suggestions from employees). This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions.

SURVEY DATA

Total population involves 1,500 objects. The sample includes 480 objects. Complete enumeration is applied in the case of enterprises whose main activities are passenger transport by road. In transport of goods by road all enterprises with 20 or more employees are enumerated completely. The rest of enterprises have been sampled.

18.3. Data collection Systematic process of gathering data for official statistics.

Data are collected through eSTAT (the web channel for electronic data submission) and from administrative data sources. eSTAT is also used to monitor the completion of questionnaires. The questionnaires have been designed for completion in eSTAT by the respondents themselves and they include instructions and controls. The questionnaires and information about data submission are available on Statistics Estonia’s website at https://www.stat.ee/andmete-esitamine (in Estonian). Data are collected with the quarterly statistical questionnaires „Maanteetransport” and „Tramm-troll”.

18.4. Data validation Process of monitoring the results of data compilation and ensuring the quality of statistical results.

Arithmetic and qualitative controls are used in the validation process, including comparison with the data of previous periods and other surveys.

18.5. Data compilation Operations performed on data to derive new information according to a given set of rules.

In case of missing or unreliable data, the estimates are imputed according to the relevant guidelines. The data of non-responding enterprises with fewer than 20 employees are replaced with the respective average for similar enterprises or with the data for the previous period. The data of non-responding enterprises with 20 or more employees are replaced with the data for the previous period.

The variables and statistical units which were not collected directly but are required for output generation are calculated. In order to calculate new variables, mathematical expressions are applied to existing variables. The process may be repeated, i.e. a derived variable may be based on other derived new variables. Weights are calculated for the statistical units which are used to expand the data of the sample survey to the population.

Microdata are aggregated before analysis. This covers data summarisation according to the classification and the calculation of various statistical indicators (e.g. mean, median, dispersion etc.). The indicators to be published are calculated on the basis of the collected data.

18.6. Adjustment The set of procedures employed to modify statistical data to enable it to conform to national or international standards or to address data quality differences when compiling specific data sets.
