Missiona

The main task of Statistics Estonia is to provide reliable and objective information about Estonia.

Statistics Estonia has been established for the production of official statistics. Official statistics are public information that complies with specific principles and quality criteria. These have been agreed by the United Nations Economic Commission for Europeb and in the Treaty on European Union (Article 338)c. The principles and criteria are defined in detail in the European Statistics Code of Practicede. Compliance with the Code of Practice is assessed by independent experts. Estonia underwent a peer review in 2006 and will be reviewed again in 2015.

Reliability means that the official statistics produced by Statistics Estonia reflect the real situation as accurately, truthfully and consistently as possible, and that the data sources and statistics production methods are chosen on the basis of scientific criteria.

Objectivity means that the statistics are produced in a systematic and impartial manner, which requires adherence to professional and ethics standards and the transparency of all activities for users and respondents.

The mission statement highlights two of the six quality criteria of official statistics (impartiality, reliability, objectivity, professional independence, cost-efficiency and statistical confidentiality), but these two cover the rest as well. For example, it is not possible to be reliable without impartiality and equal treatment of users; or to choose production methods without professional independence; or to assume that respondents would trust Statistics Estonia with their data when we do not adhere to statistical confidentiality.

Statistics Estonia provides information about Estonia. Since Statistics Estonia is a part of the European Statistical System (ESS), we are also responsible for the provision of official statistics about Estonia on the international level. The ESS is a partnership uniting Eurostat and the national statistical institutes of the European Union (EU) Member States. As a rule, Eurostat does not produce statistics. Instead, it consolidates the data received from Member States. The partnership ensures that the statistics produced in the ESS are comparable over time and space. The statistics produced by Statistics Estonia are submitted not only to the EU but also to many international organisations, such as the UN, OECD, etc.

Statistics Estonia also disseminates European statistics to users in Estonia, relying on its expertise and knowhow.

Given that the amount of available information is growing exponentially, it is more and more important to provide information that is reliable and can be trusted without having to check its quality. Many people who need to make decisions and substantiate their decisions have a critical need for reliable statistics. Statistics Estonia’s potential is to satisfy this public need.

Informed decisions require high-quality numerical data, which are provided by Statistics Estonia.

Statistics Estonia uses the slogan to promote its products and services. The slogan is also used in promotional materials.

Core values

The implementation of Statistics Estonia’s mission and vision is based on three core values which underlie our decision-making and communication with stakeholders. These core values are:

Reliability

At Statistics Estonia, reliability means that

  • the statistics produced by us are based on a scientifically sound and internationally recognised methodology;
  • we explain which methodology is used and what the published statistics say;
  • the statistics produced by us are equally available to all users;
  • we are impartial and independent in our work;
  • our activities are ethical and transparent;
  • the data entrusted to us are securely protected;
  • our employees are motivated specialists in their field.

Cooperation

At Statistics Estonia, cooperation means that

  • we are open and straightforward in communication;
  • we anticipate users’ needs and react fast;
  • we use the feedback from respondents as input in our work;
  • we take part in national and international statistical cooperation;
  • the cooperation of our employees is a key prerequisite for achieving our shared goals;
  • we keep our promises.

At Statistics Estonia, innovation means that

  • our employees’ opinions and initiative drive the development of Statistics Estonia;
