Request for information

Request for information provides data on published official statistics, gives information on Statistics Estonia and its activity. The request for information will be answered at first opportunity, but no later than within one month. The request for information is answered by e-mail or letter.

If the requested information has been published in one specific source of information, the relevant information will be sent by the Consultant of Statistics Estonia. In case the answer is derived from several sources of information, the person requesting the information is informed of these sources.

Submit the request for information

A legal or natural person can submit an application to Statistics Estonia for access to the data concerning that person. Granting data subjects access to data concerning themselves.


Order for information

  1. Order for information

    An order for information is a request for more detailed information than available in the news releases, statistical publications or the statistical database. Additional processing or analysis of data is usually required for fulfilling the order. Users can order more detailed statistics on all statistical domains. It is also possible to order data searches and extracts of data from already published data.

    In addition, Statistics Estonia offers the possibility to order surveys, from data collection to in-depth analyses or special products, e.g. data visualisations based on existing or ordered data.

    Upon fulfilling orders, Statistics Estonia complies with the quality criteria (relevance, accuracy, timeliness, punctuality, accessibility and clarity, comparability, coherence) and principles (professional independence, impartiality, objectivity, reliability, statistical confidentiality, cost effectiveness) for official statistics.

    Orders for information are answered in Estonian or English.
  2. An order for information can be submitted The response will be sent by e-mail or by post.

    Data are published or transmitted without characteristics which allow identification of the data subject (excl. the data on economic units, pursuant to subsection 35 (4) of the Official Statistics Act), as aggregate data including the data of at least three data subjects, whereas the proportion of the data of a single data subject is not larger than 90%.
  3. Price

    The cost of an order for information depends on the amount of working time required.

    Orders for information which require up to 1 working hour are free of charge.

    The cost of one working hour is 16–55 euros, depending on the complexity of the task. Invoices can be paid by bank transfer. Orders for information submitted to Statistics Estonia are not subject to VAT.

    Pursuant to subsection 35 (4) of the Official Statistics Act, it is possible to order the following data on economically active legal persons registered in Estonia, branches of foreign companies, state and local government authorities and sole proprietors: registry code, name and address of the unit (excl. local unit), legal form, economic activity (according to EMTAK (corresponds to NACE)), size group of the unit according to the number of persons employed, size group of the unit according to the sales revenue.

    This is a paid service, charged on the basis of the number of units for which data are ordered:
    • 1–9 999 units – 1 euro per unit;
    • 10 000–59 999 units – 0.8 euros per unit;
    • 60 000 or more units – 0.6 euros per unit.
  4. Time limit for response

    Orders for information are answered within two weeks as a rule. The customer will be notified if more than two weeks are required to answer the order for information.
  5. Complaints and suggestions

    Written suggestions and complaints relating to orders for information are registered. Statistics Estonia will respond to suggestions and complaints within 10 working days from the date of registration. If it is necessary to obtain additional information before responding, the time limit for response may be extended to 30 days. Suggestions and complaints can also be submitted by phone (+372 625 9300) or at Statistics Estonia’s office (Tatari 51, Tallinn).

    Thematic maps

    Various thematic maps can be created based on the customer’s needs, the design, dimensions and other elements of which will be agreed with the customer.

    Grid-based statistics

    Grid-based statistic are produced on the basis of the data of the Population and Housing Census. Data on persons, households and dwellings collected in a census are presented in the form of identical territorial units, i.e. grids, in the LEST97 or ETRS-LAEA projection
    • all Estonia, 1 km x 1 km grid
    • Estonian cities and densely populated hinterlands 500 m x 500 m grid
    • Tallinna, Tartu, Narva, Pärnu and Kohtla-Järve cities, 100 m x 100 m grid.
    Spatial analysis

    Statistics Estonia performs spatial analyses using geo-referenced statistics and/or spatial data provided by the customer. In the course of spatial analysis, tasks of geographical nature (distance, location, distribution, interaction, etc.) are solved using the mathematical algorithms in GIS and map software.

    Visualisations

    Visualisations provide an easy and quick means for clear graphical overviews (tree map, map, line and area graphs) of different areas of Estonia or thematically (foreign trade, regional statistics). Visualisations are based on already collected data or data analysed specifically to fulfil an order for information.
