HICP flash estimate: prices down by 1.2% in September
According to the preliminary estimate of Statistics Estonia, in September 2025, the harmonised index of consumer prices (HICP), which includes the expenditures of tourists, decreased by 1.2% compared with August. Compared with September last year, the HICP rose by 5.2%. The HICP is a flash estimate, which will be revised based on the September price data.
Construction prices rose by 1.5% last year
According to Statistics Estonia, the construction price index, which expresses the change in construction expenditures, increased by 1.5% in 2025 compared with the average of 2024. The rising cost of materials was the main reason for the increase in the construction price index.
There were 7% more foreign tourists accommodated in November
According to Statistics Estonia, accommodation establishments served 254,989 tourists in November 2025, which is 3% more than in the same month a year earlier. There were 7% more foreign tourists, but the number of domestic tourists did not increase.
The volume of retail trade turnover in November was unchanged year on year
According to Statistics Estonia, in November 2025, the turnover of retail trade enterprises was 907 million euros. Compared with November 2024, the volume of retail trade turnover remained at the same level.

The latest data from Statistics Estonia's internet use and digital skills survey reveal that there are now 564,800 households with an internet connection, accounting for 95% of all households in Estonia. Compared with 2024, the number of households with internet access has increased by 20,000.
