Average monthly gross wages and salaries

Gross wages and salaries are remuneration specified in the employment contract or legislation, including remuneration paid for performance and transactions, which includes taxes and payments withheld under the law.

Wages and salaries statistics are based on data from: 
•   the employment register of the Estonian Tax and Customs Board; 
•   income and social tax declarations (form TSD). 

The employment register provides information about people employed under employment contracts, the Civil Service Act, or service contracts. Tax declarations provide information about payments made.  
People working under employment contracts, the Civil Service Act (excluding employees in the areas of governance of the Ministry of Defence and the Ministry of the Interior), and service contracts are included. All economically active enterprises, institutions and organisations with at least one employee are taken into account.

Average monthly gross wages and salaries are calculated as the ratio between payment and labour contribution. 
•    The payment includes any monetary consideration paid to an employee or official, including remuneration, wages, bonuses, holiday pay, sickness benefit, compensation or interest on arrears awarded by a court or labour dispute committee.
•    Labour contribution refers to the percentage of days worked in a period (month/quarter) adjusted by the average working time rate.
