Statistical activity code: 50023
The statistical activity includes data that allow to monitor how Estonia is moving towards the five strategic goals defined in the “Estonia 2035” strategy. The five long-term strategic goals are based on base principles and monitored by indicators of the base principles, targets and necessary changes. The indicators provide guidance to achieve a democratic and safe country where Estonia's nation, language and culture are preserved and developed.
The list of indicators is provided in the Action Plan of the “Estonia 2035” strategy.
Data for indicators are compiled on a cross-sectoral level.

Estonia as a whole
Notifications about the dissemination of statistics are published in the release calendar, which is available on the website. Every year on 1 October, the release times of the statistical database, news releases, main indicators by IMF SDDS and publications for the following year are announced in the release calendar (in the case of publications – the release month).
All users have been granted equal access to official statistics: dissemination dates of official statistics are announced in advance and no user category (incl. Eurostat, state authorities and mass media) is provided access to official statistics before other users. Official statistics are first published in the statistical database. If there is also a news release, it is published simultaneously with data in the statistical database. Official statistics are available on the website at 8:00 a.m. on the date announced in the release calendar.

The current status of the indicators in the “Estonia 2035” strategy can be viewed in the Tree of Truth application of Statistics Estonia.
There are no methodology documents. The list of indicators is outlined in the Action Plan of the "Estonia 2035" strategy and the general explanations are provided in the general part of the strategy.
The strategy materials are available on the website of the Government of the Republic of Estonia under Strategic goals.
To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, the European Statistics Code of Practice and the Quality Assurance Framework of the European Statistical System (ESS QAF). Statistics Estonia is also guided by the requirements in § 7. “Principles and quality criteria of producing official statistics” of the Official Statistics Act.
Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions.

Since 1996, Statistics Estonia has conducted reputation and user satisfaction surveys. All results are available on the website of Statistics Estonia in the section User surveys.

The data revision policy and notification of corrections are described in the section Principles of dissemination of official statistics of the website of Statistics Estonia.
The published data may be revised if the methodology is modified, errors are discovered, new or better data become available.
Data are received from the Estonian Environment Agency, Ministry of the Environment, Ministry of the Interior, Ministry of Economic Affairs and Communications, and National Institute for Health Development. Data from the databases of Eurostat, European Parliament (Eurobarometer), World Bank, Organization for Economic Co-operation and Development, Elcano Royal Institute, European Institute for Gender Equality, and United Nations are also used.

Data from statistical activities 10601 “Material flow accounts”, 20206 “Energy consumption and production (annual)”, 21108 “Gender pay gap”, 21303 “Government finance”, 21701 “Research and development”, 30101 “Population”, 30205 “Vital events. Deaths and causes of death”, 40009 “Income, poverty and material deprivation", 40013 “Force Survey", 40412 “Sport", 40422 “Participation in culture”, 40612 “Health”, 41001 “Social exclusion – Laeken indicators" and 50201 “Sustainable Development Indicators" are used.
Data are collected from the databases of Eurostat, European Parliament (Eurobarometer), World Bank, Organization for Economic Co-operation and Development, Elcano Royal Institute, European Institute for Gender Equality, and United Nations. In addition, data are received from the Estonian Environment Agency, Ministry of the Environment, Ministry of the Interior, Ministry of Economic Affairs and Communications, and National Institute for Health Development.
Administrative data are either obtained from the websites of the data sources or received by e-mail.
The data are compared with the data of previous periods.
Mainly aggregated data from other statistical activities and administrative sources are used. Variables which were not collected but which are necessary for producing the output are also calculated.
