In August, the number of accommodated foreign tourists was up by 4% year on year

According to Statistics Estonia, accommodation establishments served 459,200 tourists in August 2025, which is 1% more than in the same month last year. There were 4% more foreign tourists and 2% fewer domestic tourists than in August last year. The number of tourists from Finland decreased for the fourth consecutive month.

240,700 foreign and 218,500 domestic tourists were accommodated in Estonia in August. Foreign tourists accounted for a slightly bigger share (52%) than domestic tourists (48%).

Helga Laurmaa, leading analyst at Statistics Estonia, said that the number of foreign tourists has grown in most months this year. “Compared with August last year, there were 4% more foreign tourists accommodated but their number was still a little below the pre-pandemic level,” she noted. “While the number of domestic tourists showed a slight decline, domestic tourism has recovered well, as indicated by the number of domestic tourists being 8% higher than in August 2019 before the pandemic,” added Laurmaa.

In August, 62,400 tourists arrived from Finland, accounting for more than a fourth (26%) of all foreign tourists accommodated in Estonia. “Tourists from Finland represented the biggest group but their number showed a year-on-year decrease for the fourth month in a row – the decline in August was 9% year on year,” said Laurmaa. There were also 29,300 tourists from Latvia (12%), 24,100 tourists from Germany (10%), 11,800 tourists from Lithuania (5%), 9,900 tourists from Poland (4%) and 9,500 tourists from Italy (4%). 

The greatest share of foreign and domestic tourists is still accommodated in Harju county

In August, 84% of the accommodated foreign tourists were on holiday and 12% were on business trips. 68% of foreign tourists preferred to stay overnight in Harju county, followed by Pärnu (12%), Tartu (7%) and Saare (5%) counties. Ida-Viru, Lääne and Lääne-Viru counties each accommodated 2% of the foreign tourists. Valga and Võru counties each accommodated 1% of the foreign tourists.

In the case of the 218,500 accommodated domestic tourists, 76% were on holiday and 16% were on business trips. The largest share of domestic tourists was accommodated in Harju county (24%). This was followed by Pärnu (15%), Ida-Viru (9%), Saare (9%) and Tartu (8%) counties. Lääne, Lääne-Viru and Valga counties each accommodated 6% of the domestic tourists.

Accommodation prices up by 8% year on year

In August, there were 1,232 accommodation establishments open in Estonia. The room occupancy rate was 56%. The average cost of a guest night was 52 euros per person, which is 8% more than in August 2024. The average cost of an overnight stay per person was 59 euros in Harju county, 53 euros in Saare county, 50 euros in Pärnu county, 45 euros in Ida-Viru county and 43 euros in Tartu county.
