HICP flash estimate: prices up by 0.6% in July

According to the preliminary estimate of Statistics Estonia, in July 2025, the harmonised index of consumer prices (HICP), which includes the expenditures of tourists, increased by 0.6% compared with June. Compared with July last year, the HICP rose by 5.6%. 

The consumer price index uses weights reflecting the average expenditure structure of Estonian residents, while the harmonised index of consumer prices also takes into account the expenditures of tourists and is comparable to the international HICP.

“Compared with the previous month, we see price increases in all major sectors except for clothing and footwear and food service and accommodation. The price rises were influenced, among other things, by the increase in VAT in July and the excise duties on tobacco and petrol,” explained Lauri Veski, team lead of consumer price statistics at Statistics Estonia.

The HICP is a flash estimate, which will be revised based on the July price data.

The consumer price index data for July will be published by Statistics Estonia on 7 August.

The July data on the harmonised index of consumer prices will be published on 19 August.

The consumer price index data for August will be published by Statistics Estonia on 5 September along with a press conference, where, in addition to the latest data, an analysis of the electricity price index level adjustment and a new model for calculating the electricity price will be presented. The model will show the overestimation of the CPI and inflation for 2021–2025 and will indicate what the CPI would be today if the level adjustment had already been made. The final model will be implemented at the beginning of 2026.
