In the first week of December, Statistics Estonia launched the Time Use Survey. The survey takes place every ten years and will end in 2021. Information is collected about how and where people over the age of 10 spend their time and what modes of transport they use.

According to Statistics Estonia, in 2009 the Estonian overall tax ratio was 36% of the Gross Domestic Product (GDP). Compared to 2008, the ratio of taxes rose by 4 percentage points, mostly due to the increase of excise duties.

The culture and meaning of work have changed significantly over time. In addition to earning an income to cover basic needs, people expect self-growth and self-realisation opportunities from their jobs. Work life quality at the society level means healthy and skilled jobs for as many people as possible in order to ensure high employment and productivity. Employers hope to find people with suitable skills from the labour market. According to Statistics Estonia, the consumer price index increased 4.7% in October 2010 compared to October of the previous year and 0.6% compared to September this year.

The construction price index expresses the change in the cost of construction taking into consideration the price changes of basic inputs. These are divided into three main groups: labour, building materials and building machines. The calculation of the construction price index covers four groups of buildings: detached houses, blocks of flats, industrial buildings and office buildings. Price information is collected by a sample survey covering construction, rental and wholesale companies and retail enterprises in ten cities. The construction price index is published quarterly.
