According to Statistics Estonia, the first stage of the 2011 Population and Housing Census (PHC 2011), when the people can enumerate themselves on the web, will end on Sunday. Since 5 March the enumerators of Statistics Estonia will be visiting those inhabitants of the regions of the pilot Census who did not participate in e-census or who did not complete the questionnaire.

Already 3815 persons have been enumerated electronically in the pilot Census of PHC 2011 by now. Of the regions of the pilot Census, Peetri village in Rae rural municipality has been the most successful, where 420 persons have been enumerated. The number of participants in e-census has been large also in Rohuneeme and Kelvingi villages in Viimsi rural municipality.

“The persons who do not belong to pilot Census areas are also showing a remarkable interest in the pilot Census and they have filled in the questionnaires just for the sake of experimenting,” said Diana Beltadze, the Project Manager of PHC 2011. She noted that a lot of participants in e-census have left their questionnaires in incomplete status. “Please complete your questionnaires, because a person can be considered as being enumerated only after having completed the questionnaire,” she added.

One can participate in the e-census lasting until Sunday, 21 February in the electronic data submission environment of Statistics Estonia eSTAT (https://estat.stat.ee/).

The residents of those pilot Census regions whose questionnaires are incomplete will be visited by the enumerator of Statistics Estonia during 5–31 March.

The pilot Census of PHC 2011 lasting for three months is carried out in two parts: e-census (from 31 December 2009 to 21 February 2010) and face-to-face interviews (from 5 to 31 March 2010), where enumerators visit those households who did not participate in e-census or whose questionnaires were incomplete.

In the course of the pilot Census of PHC 2011 over 10,000 persons and their dwellings will be enumerated. Different regions and settlement units all over Estonia have been selected for the pilot Census in order to test thoroughly the organization and information systems of the census. The pilot Census is carried out in Tallinn, Narva, Püssi, Pärnu-Jaagupi, Paide, Aravete, and in Rae, Rõuge and Viimsi rural municipalities (for detailed information see /uudised/phc2011).

In 2011 the Population Census will be conducted for the eleventh time on the territory of Estonia. The previous censuses were carried out in 1881, 1897, 1922, 1934, 1941, 1959, 1970, 1979, 1989 and 2000. In 2010 and 2011 Population and Housing Censuses will be held in the majority of countries all over the world.
