Self-service environment
eSTAT is replaced by a self-service environment
Respondents can submit data to Statistics Estonia in the self-service environment at uuringud.stat.ee. To make data submission as easy and convenient as possible, all questionnaires will be updated for this environment. Part of the questionnaires have already been updated, and the goal is to update all enterprise questionnaires by the end of 2026.
The self-service environment offers users of Statistics Estonia's e-services a number of new options that were not available in eSTAT. More user-friendly features will be added over time.
The self-service environment is still under development. Statistics Estonia aims to make the transition to the new self-service environment as smooth as possible and to offer the best possible self-service quality. We apologise for any inconvenience you may experience during the transition!
How to use the self-service
- The self-service environment can be accessed at uuringud.stat.ee or via the “Self-service” button in the header of Statistics Estonia's website.
- To log in, authentication using your ID-card, Mobile-ID or Smart-ID is required.
- Foreign citizens and representatives of declarant companies can log in with a password, after which they will, for the time being, be redirected to eSTAT.
- In the self-service, representatives of enterprises can extend the deadlines for questionnaire submission. Extension is possible only before the deadline arrives. As a rule, a submission deadline can be extended by up to three days. Statistics Estonia does not extend these deadlines.
- Enterprises that have been selected for the sample but are not conducting any business activities can submit a blank questionnaire without having to separately notify Statistics Estonia.
- In the self-service, there is no need to submit a separate application to represent an enterprise – the environment checks the representative’s affiliation to the enterprise against the Business Register and automatically grants the right to submit data.
- Unlike eSTAT, the self-service environment can also be used on a mobile phone. This means that enterprises can fill in updated questionnaires and perform other tasks while on the move. Questionnaires that have not been updated for the self-service environment cannot yet be completed on a mobile phone.
- In the updated questionnaires, there are generally fewer fields for respondents to fill in – there are more fields prefilled by Statistics Estonia, making the questionnaires shorter and simpler for users.

How can I access the self-service environment?

Who can use the self-service environment?All data providers can log in to the self-service environment. However, only enterprises included in the sample for Statistics Estonia's surveys can fill in questionnaires there. The questionnaires of personal surveys cannot be completed in the new environment yet. This option will be added in the future.
What can I do in the self-service environment?In the self-service, you can
- submit data;
- manage questionnaires;
- communicate with Statistics Estonia.
The self-service offers users more options. For example, you can
- extend the deadlines for responding to questionnaires;
- automatically obtain enterprise representation rights after logging in;
- submit a blank questionnaire;
- submit data faster, as there are more prefilled fields and the questionnaires are easier to complete.
You cannot subscribe to reminders about data submission in the self-service environment.How do I start using the self-service environment – do I need to create a user account?To sign up to the self-service, a person with the right to represent an enterprise/institution needs to log in to the environment. After that, the environment checks the user's affiliation to the enterprise against the Business Register. The enterprise's representative automatically receives the right of representation and can assign rights to other users.
Are my enterprise's data automatically transferred from eSTAT to the self-service environment?Data on enterprises included in Statistics Estonia's sample in 2024 or after that have been transferred to the self-service environment. If the enterprise was last required to submit data before 2024, their data are not available in the new environment.
Are the rights granted in eSTAT also valid in the self-service environment?All rights of main users and respondents valid in eSTAT have been transferred to the self-service environment. No additional action is required on your part.
How can the deadline for data submission be extended?In the self-service environment, the representative of the enterprise can extend the deadline of a particular questionnaire. Extensions are possible only before the deadline. As a rule, a submission deadline can be extended by up to three days. Statistics Estonia does not extend these deadlines.
If the enterprise has subscribed to eSTAT reminders for data submissions, will these be transferred to the new self-service environment?No, they are not. You cannot subscribe to reminders about data submission in the self-service.
What cannot be done in the new environment at present, but will be possible in the future?It is the aim of Statistics Estonia to minimise the amount of data collected with questionnaires. If the data cannot yet be obtained from other sources, we use the available information to prefill the questionnaires as much as possible. This means that the questionnaires in the self-service will have more prefilled fields, and the enterprises' representatives will only need to add a few details or will simply need to confirm the questionnaires.
Users with a password cannot yet fill in the updated questionnaires. This option will be added in the future.When will the self-service environment be completed?Statistics Estonia aims to update all enterprise questionnaires by the end of 2026 and all personal survey questionnaires by the end of 2027.
How to upload XML and Complex files?In the new self-service, users can upload XML and complex files in the questionnaire header. In order to upload a file, the user must first open the questionnaire.
