HICP flash estimate: prices down by 0.5% in November
According to the preliminary estimate of Statistics Estonia, in November 2025, the harmonised index of consumer prices (HICP), which includes the expenditures of tourists, decreased by 0.5% compared with October. Compared with November last year, the HICP rose by 4.7%. This is a flash estimate, which will be refined once more detailed data on November prices are received.

The business viability index, created in cooperation between Statistics Estonia and the Ministry of Economic Affairs and Communications, brings together data collected from annual reports and tax declarations into one unified view on the eesti.ee portal.

According to the preliminary estimate of Statistics Estonia, the harmonised index of consumer prices (HICP), which includes the expenditures of tourists, remained unchanged in October 2025 compared with September. Compared with October last year, the HICP rose by 4.5%. This is a flash estimate, which will be refined once more detailed data on October prices are received.
GDP flash estimate: economy grew by 0.9% in Q3
According to Statistics Estonia's preliminary estimate, Estonia's economy grew slightly in the third quarter of 2025. Compared with the third quarter of 2024, the gross domestic product (GDP) increased by 0.9%.
Estonia’s economy fared better in 2025 than in the two preceding years
According to Statistics Estonia, in the fourth quarter of 2025, the gross domestic product (GDP) grew by 0.7% compared with the same period of 2024. GDP growth in 2025 as a whole was 0.6% year on year. The GDP at current prices amounted to 11 billion euros in the fourth quarter of last year and to 41.6 billion euros in 2025 as a whole.
Retail trade volume up by 8% in January
According to Statistics Estonia, in January, the turnover of retail trade enterprises was 885 million euros. Compared with January 2025, the volume of retail trade turnover increased by 8%.
Statistics Estonia uses a new methodology to calculate the consumer price index
Starting from January 2026, Statistics Estonia uses a new methodology to calculate the consumer price index (CPI). The CPI classification has also been updated, with price changes now tracked across 13 main groups.
Construction volume down by 1.5% last year
According to the preliminary data of Statistics Estonia, in 2025, the total production value of Estonian construction enterprises in Estonia and abroad decreased by 1.5% compared with 2024. The volume of construction declined for the fourth consecutive year.
In January, the consumer price index was up by 3.7% year on year
According to Statistics Estonia, in January 2026, the consumer price index increased by 1% compared with December 2025 and by 3.7% compared with January 2025. Compared with December, food prices were up by 2.3% in January.
The unemployment rate was 7.5% last year
According to Statistics Estonia, in 2025, the unemployment rate was 7.5%, the employment rate was 68.5%, and the labour force participation rate was 74.1%.
The number of accommodated tourists increased a little in 2025
According to Statistics Estonia, in 2025, Estonian accommodation establishments served about 3.7 million tourists, which is 2% more than in 2024 but 3% less than in 2019 before the pandemic. Compared with 2024, there were more foreign tourists and slightly fewer domestic tourists accommodated last year.
In 2025, exports of goods increased by 7% and imports by 8%
According to Statistics Estonia, in 2025, Estonia’s exports of goods increased by 7% and imports by 8% compared with 2024. Exports of goods amounted to over 18.6 billion euros and imports to more than 22.4 billion euros at current prices. The trade deficit was 3.8 billion euros, which is 443 million euros more than in 2024. In December 2025, exports of goods increased by 16% and imports by 4% year on year.
Volume of industrial production increased by 1.7% in 2025
According to Statistics Estonia, in 2025, the total production of industrial enterprises increased by 1.7% at constant prices compared with the year before. Among the three industrial sectors, output increased by 3.1% in manufacturing but decreased by 0.9% in mining and by 8.5% in energy production.

Turnover volume in retail trade grew by 2% last year
According to the preliminary data of Statistics Estonia, the total turnover of retail trade enterprises in 2025 was 10.8 billion euros. Compared with 2024, the volume of turnover increased by 2% last year.
