Statistics Estonia searches for personnel employees of the Population Census

Statistics Estonia has announced a competition for engaging 25 personnel specialists who will conduct the recruitment of the Census employees this autumn and winter. For conducting the 2011 Population and Housing Census, over 2,400 Census employees must be recruited.

“The task of the personnel specialist is to conduct the recruitment of nearly 100 Census employees and to ensure that every Estonian home is visited by a top enumerator,” said Ms Palmi Lindjärv, Personnel Chief of the 2011 Population and Housing Census (PHC 2011). “One of the most essential conditions for those applying for the job is a strong wish to contribute to the success of a large nationwide project.”

25 personnel specialists will start working in sixteen cities in August this year: in Tallinn, Tartu, Pärnu, Haapsalu, Rakvere, Jõhvi, Narva, Paide, Viljandi, Võru, Rapla, Kuressaare, Kärdla, Jõgeva, Põlva and Valga. Personnel specialists will be hired for the period 8 August 2011 until 31 January 2012.

Candidates applying for the post of a personnel employee are expected to have at least a year-long recruitment experience, fluent written and oral Estonian (Russian depending on the region), honesty, reliability and ethical behaviour. Detailed information about applying for the job is available on the website of Statistics Estonia /uudised/population-census under the heading “Job vacancies”. The job competition for personnel employees will last until 26 June 2011.

For conducting PHC 2011, Statistics Estonia has planned to recruit over 2,400 persons for different work periods: 2,200 enumerators (incl. 200 enumerators on-call time), 132 supervisors of enumerators, 15 district heads, 25 personnel specialists and 90 data processing operators. All job offers are published on the website /uudised/population-census where also short descriptions of jobs and requirements for them can be found.

Those interested in working as a supervisor of enumerators, enumerator or data processing operator can register /uudised/population-census under the heading “Job vacancies”. One can insert the desired job, job region and contact data on the web form. When the competition is announced, a memo will be sent by e-mail to those having registered. For the time being, already more than 2,500 persons have notified Statistics Estonia about their job desire.

In Estonia, the Population and Housing Census will be carried out from 31 December this year until 31 March next year. The electronic Population and Housing Census or e-census, where the permanent residents of Estonia can fill out questionnaires on the Internet, will take place during the first month (31.12.2011–31.01.2012). Those who do not participate in the e-census will be visited by interviewers in the period 16.02–31.03.2012.

In 2011 the Population Census will be conducted for the eleventh time in the territory of Estonia. Previous censuses were carried out in 1881, 1897, 1922, 1934, 1941, 1959, 1970, 1979, 1989 and 2000. In 2010 and 2011 Population and Housing Censuses will be held in the majority of countries all over the world.
