Construction volume down by 1.2% in the second quarter

According to Statistics Estonia, in the second quarter of 2025, the total construction volume of Estonian construction enterprises in Estonia and abroad decreased by 1.2% compared with the second quarter of 2024. On the domestic construction market, the volume of construction fell by 1.4%. 

In the second quarter, the total production value of Estonian construction enterprises was 995 million euros, including 617 million euros’ worth of building construction and 378 million euros’ worth of civil engineering. Compared with the second quarter of last year, the volume of building construction fell by 1.2% and the volume of civil engineering works (roads, bridges, port facilities, pipelines, communication and electricity lines, sports fields, etc.) by 5%.

Merike Sinisaar, leading analyst at Statistics Estonia, said that construction volumes had briefly grown in the first quarter but declined again in the second quarter, continuing the downward trend that has characterised recent years. “In the second quarter, the domestic construction market was primarily affected by the 8% fall in the volume of civil engineering, mainly due to a decline in new construction. On the other hand, the volume of building construction increased: there was a rise both in new building construction and in the volume of repair and reconstruction works,” explained Sinisaar.

The construction volume of Estonian construction enterprises operating abroad increased by 0.9% compared with the second quarter of the previous year. Construction in foreign countries accounted for 7% of the total construction volume, which is similar to the year before.

According to the Register of Construction Works, 1,375 new dwellings were completed, which is 13% more than in the second quarter of 2024. “The number of new dwelling completions showed year-on-year growth for the first time since the last quarter of 2023,” noted Sinisaar. The majority of the new dwellings are in blocks of flats, and the most popular type of these buildings was a block of flats with 3–5 storeys. The largest number of the completed dwellings are in Tallinn, followed by the rural municipalities in the vicinity of Tallinn and Tartu.

Building permits were issued for the construction of 1,567 dwellings, down by 5% from the second quarter of 2024. A block of flats remains the most popular type of residential building. 

The number of completed non-residential buildings was 291, with a useful floor area of 225,000 square metres. New office, warehouse and health care premises accounted for the biggest share of completed non-residential buildings. Compared with the second quarter of 2024, there was an increase in the useful floor area of completed non-residential buildings, while their volume decreased.
