Industrial production grew by 0.7% in July

According to Statistics Estonia, in July 2025, the total production of industrial enterprises increased by 0.7% at constant prices compared with July 2024. Among the three industrial sectors, output increased by 3.5% in manufacturing but decreased by 29.1% in energy production and by 8.7% in mining.

In the energy sector, the volume of electricity production (in megawatt-hours) decreased by 19.9% and the production of heat by 7.2% in July.

Helle Bunder, leading analyst at Statistics Estonia, said that the decline in electricity production in July was due to domestic production being replaced by imports. “Electricity imports increased significantly in July as a result of the restoration of the Estlink 2 connection at the end of June this year,” Bunder pointed out.

In July, the volume of industrial production was up in half of the manufacturing activities. Growth was driven by the metal and electronics industries. More specifically, there was an increase in output in the manufacture of fabricated metal products (1.9%), computers and electronic products (7.6%), and electrical equipment (4.5%). Among the major industries, output declined in the manufacture of food products (7.2%) and in the manufacture of wood (6.2%).

In July 2025, 64.9% of the total production of manufacturing was sold to the external market.

Compared with July 2024, the sales of manufacturing production increased by 3.1% at current prices according to working-day adjusted data. Domestic sales grew by 1.4% and sales to external markets by 4.1%.

In July compared with June, the seasonally adjusted total industrial production fell by 5.4% and the production of manufacturing by 5.8%.

Statistics Estonia retrospectively revised industrial production data

Please note that we have retrospectively revised industrial production data in the database. The revisions cover data from the beginning of 2024.

The reason for the corrections is the adjustment of data for one manufacturing activity due to discrepancies between the annual reports submitted and the data of Statistics Estonia. The annual reports were due at the end of June, after which Statistics Estonia noticed the discrepancies and asked for the data to be revised.

To what extent did the data change?

As the revision concerns a great turnover, it has a significant impact on the statistics published on Estonia's small economy. The biggest change was seen in the data for May and April of 2025, when the volume of industrial production was 2.2% and 2.6% higher, respectively, according to the revised data. In other months, the change between the previously published statistics and the revised data remained in the range of 0.1%–1.6%.

What does data revision mean?

Retrospective data revision is a usual practice in the production of official statistics. Data that have already been published are often revised when new data become available. It is also common for enterprises to repeatedly revise data that have already been submitted.

Value index of industrial sales – an index that expresses the change in the value of sold industrial production at current prices compared with the base period.
