Data-based reporting for reducing administrative burden The project Data-based reporting developed from the Zero Bureaucracy initiative. It provides a solution for the automatic exchange of data required by the state, based on the principles of simplicity and minimum burden. Data-based reporting is a joint project of the Estonian Tax and Customs Board, Statistics Estonia and Eesti Pank. Today, on 25 February, the Statistical Council held a meeting where they reviewed last year’s results and commended the production of official statistics, but the Council also acknowledged that the statistical system continues to be underfunded. The Council was briefed on the methodology approved by Statistics Estonia for the Population and Housing Census: namely, a register-based census, which is in accordance with EU regulations, combined with a sample survey to collect data on characteristics not covered by registers.

In June, Statistics Estonia’s electronic data collection channel eSTAT was upgraded with a long-awaited and more consumer-friendly user interface. Data submission in the upgraded environment is easier and the channel itself is more user-friendly.
The share of the service sector in counties has grown

According to Statistics Estonia, differences in the economic structures of counties have increased, while the majority of the value added generated in the Estonian economy was still created in Harju County. 69% of the gross value added in Estonia was created in the service sector, the share of which has increased in seven counties in the last four years.

Statistics Estonia will decide at the end of this year whether the 2021 Population and Housing Census will be register-based. The decision will be made based on the results and quality of the ongoing second trial census.
