In autumn the pilot census of the 2011 Population and Housing Census will take place

Statistics Estonia will organise the pilot census of the 2011 Population and Housing Census in nine local governments of Estonia in autumn 2009. About 10,000 persons and their dwellings will be enumerated during the census.

In the course of the pilot census taking place from 1 October to 11 November 2009, the methodology and software worked out for the main census will be tested. “The success of the pilot census serves as a basis for successful main census,” Diana Beltadze, the Project Manager of the 2001 Population and Housing Census of Statistics Estonia, remarked.

The census will be organised by combined methods pursuant to the decision of the Census committee of the Government of the Republic. “This means that first a web survey or e-census will be carried out and those who do not use this possibility will be interviewed by the enumerator at home. In addition different official registers will be used for receiving the data,” Beltadze explained.

The pilot census as well as the main census will last six weeks — first two weeks are for e-census and face-to-face interviews will be conducted during the three last weeks. “The pilot census this autumn copies the 2011 Census, only in a smaller volume,” Beltadze said. “While selecting the regions for the pilot census, different types of settlements should be represented: cities, rural settlements, districts of new dwellings and of private houses,” she added. The residents of the district will be informed about the pilot census also by letter.

The pilot census of the 2001 Population and Housing Census will be conducted in the following districts:• Ambla rural municipality: Aravete small town

• Narva city: 1, 3, 5, 7 and 9 Partisani Street
• Kesklinna city district of Tallinn, Raua Street; Lasnamäe city district of Tallinn, Narva Road, the district between Ussimäe and Linnamäe Road
• Paide city: the district between Raudtee, Tiigi and Jaama Streets
• Halinga rural municipality: Pärnu-Jaagupi town
• Püssi city: the district between Kivitee and Raudtee Streets
• Rae rural municipality: Peetri village
• Rõuge rural municipality: Aabra, Augli, Haabsilla, Haki, Hallimäe, Heibri, Hinu, Hotõmäe, Hurda, Härämäe, Jaanipeebu, Jugu, Järveküla, Kadõni, Kahru, Kaluka, Karba, Kaugu, Kavõldi, Kellämäe, Kogrõ, Kokõmäe, Kuklasõ, Kurgjärve, Kähri, Kängsepä, Listaku, Lutika, Mikita, Muduri, Murdõmäe, Märdi, Mõõlu, Ortumäe, Paaburissa, Pulli, Pärlijõe, Põdra, Põru, Rebäse, Rebäsemõisa, Riitsilla, Ristemäe, Roobi, Ruuksu, Saarlasõ, Sadramõtsa, Saki, Savioru, Soemõisa, Soomõoru, Suurõ-Ruuga, Tialasõ, Tiidu, Tüütsi, Vanamõisa, Viitina, Viliksaarõ and Väiku-Ruuga villages
• Viimsi rural municipality: Kelvingi and Rohuneeme villages

The aim of the 2011 Population and Housing Census is to provide the public, research institutions, local governments, government agencies, enterprises and international organisations with quality information about the number, composition and location of the population, about migration, dwellings and living conditions, as well as to present basic data for the future official statistical surveys.

In 2011 the Population and Housing Census will be conducted for the tenth time in the territory of Estonia. The previous censuses were conducted in 1881, 1897, 1922, 1934, 1959, 1970, 1979, 1989 and 2000. In 2010 and 2011 Population and Housing Censuses will be conducted in the majority of countries all over the world.
