Statistics Estonia acknowledged best cooperation partners

Statistics Estonia gave HKScan Estonia AS the title of Best Respondent, the Defence Resources Agency the title of Statistics-Friendly Database Partner and Rivo Noorkõiv the title of Statistics-Friendly Research Partner of 2015.

Andres Oopkaup, Director General of Statistics Estonia explains: “This is the second time Statistics Estonia gives out best-of-the-year awards and we would like this to become a tradition with which to recognise the work of respondents, research partners and database partners, and to highlight the best as examples for others.”

Large enterprises fill out various questionnaires and thereby provide an important contribution to the production of reliable official statistics. “HKScan Estonia AS, who we named the Best Respondent of 2015, stood out with exemplary data submission and pleasant long-term cooperation, which is why we would like to acknowledge this enterprise among other respondents,” said Oopkaup.

Upon performing statistical activities, Statistics Estonia uses also the data collected into the databases of the state and local governments if it is possible to produce statistics that meet the quality criteria of official statistics. For 67% of statistical activities, Statistics Estonia uses data from databases. With the title of Best Database Partner, Statistics Estonia wishes to recognise the body that contributed the most to the smooth flow of work and to present the best solutions. Statistics Estonia decided to give the 2015 title to the Defence Resources Agency who manages the National Defence Obligation Register. “As a result of the preparations for the register-based census, the Defence Resources Agency has ensured modern, secure and high-quality data transfer to Statistics Estonia,” Diana Beltadze, head of the register-based population census team, explained. “Good long-term collaboration with the administrator of the National Defence Obligation Register already started when preparing for the previous censuses.”

Awarding the title of Research Partner of the year was based on the end results, i.e. the published research and the relevant topics, dissemination, usability and importance in the Estonian society. “We wish to acknowledge human geographer Rivo Noorkõiv for his contribution to the development of official regional statistics and it is certainly important to emphasise his work on the local government capacity index. Research where official regional statistics is used so well and systemically is not easy to find,” Oopkaup explained. “We would also like to thank Rivo Noorkõiv for the highly interesting articles he has written for Statistics Estonia publications,” he added.

The titles for best cooperation partners were awarded today, on 24 March 2016 in the General Meeting of Statistics Estonia.
