3.1. Data description

Granted building permits and completed dwellings and non-residential buildings, their usable floor area and cubic capacity by type of construction, settlement and type of building.

3.4. Statistical concepts and definitions

Building – a construction which is permanently attached to the ground, has a roof, envelope structure and interior space.

Building notice – informing the local government of building work prior to commencement of the work.

Building permit – the consent granted by a local government for:

- the erection of a construction, and the civil engineering works required to service the construction, on the land unit specified in the building permit;

- the extension of the construction, or a part thereof, specified in the building permit;

- the reconstruction of the construction, or a part thereof, specified in the building permit.

City settlement region – a settlement where most inhabitants live in regions where population density is greater than 1,000 inhabitants per km² and the population figure in a cluster of this density is greater than 5,000. Grid map data have been used for determining regions based on population density and population figure.

Civil engineering works – constructions which are not classified under buildings: railways, roads, bridges, etc.

Construction completed – the agreement on the part of a local government that a completed construction or a part thereof conforms to the requirements prescribed for such constructions and that it may be used for the intended purpose.

Construction started – owner’s statement to a local government about actual start of the construction works.

Dwelling – a one-family house, a section of a two-family or a terraced house, or a flat, which consists of one or more rooms, meets sanitary engineering requirements and is suitable for permanent residence.

Floor area of dwellings – total floor area of functionally connected rooms (bedrooms, dining rooms, living rooms, etc.) and secondary rooms (kitchen, hall, bathroom, toilet, pantry, storage room, built-in closet, veranda, walk-through area, etc.) necessary or suitable for living in.

Non-residential building – a building not intended for permanent residence.

Rural settlement region – a settlement where population density is lower than 200 inhabitants per km² or a region with higher population density where the population figure is under 5,000.

Town settlement region – a settlement where most inhabitants live in regions where population density is 200–1,000 inhabitants per km² and the population figure in a cluster of this density is greater than 5,000, but it does not constitute a city settlement region. Grid map data have been used for determining regions based on population density and population figure.

Use and occupancy notice – informing the local government in advance of the use and occupancy of a construction or of a change in its purpose of use.

7.1. Confidentiality - policy

The dissemination of data collected for the purpose of producing official statistics is guided by the requirements provided for in § 32, § 34, § 35, § 38 of the Official Statistics Act.

The dissemination of data collected for the production of official statistics is based on the requirements laid down in §§ 34 and 35 of the Official Statistics Act.

8. Release policy
8.1. Release calendar

Notifications about the dissemination of statistics are published in the release calendar, which is available on the website. Every year on 1 October, the release times of the statistical database, news releases, main indicators by IMF SDDS and publications for the following year are announced in the release calendar (in the case of publications – the release month).

All users have been granted equal access to official statistics: dissemination dates of official statistics are announced in advance and no user category (incl. Eurostat, state authorities and mass media) is provided access to official statistics before other users. Official statistics are first published in the statistical database. If there is also a news release, it is published simultaneously with data in the statistical database. Official statistics are available on the website at 8:00 a.m. on the date announced in the release calendar.

The dissemination of data collected for the purpose of producing official statistics is guided by the requirements provided for in § 33, § 34, § 35, § 36, § 38 of the Official Statistics Act. Access to microdata and anonymisation of microdata are regulated by Statistics Estonia’s procedure for dissemination of confidential data for scientific purposes.

11. Quality management
11.1. Quality assurance

To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, the European Statistics Code of Practice and the Quality Assurance Framework of the European Statistical System (ESS QAF). Statistics Estonia is also guided by the requirements in § 7. “Principles and quality criteria of producing official statistics” of the Official Statistics Act.

11.2. Quality assessment

Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions.

The type of survey and the data collection methods ensure sufficient coverage and timeliness.

14.1. Timeliness

The data are published, at the latest, 20 days after the end of the reference quarter (T + 20) and 60 days after the end of the reference year (T + 60).

15. Coherence and comparability
15.1. Comparability - geographical

The data are comparable with the data of other European Union countries because common methodology, concepts and definitions are used.

15.2. Comparability - over time

The data on granted building permits and completed dwellings are comparable starting from 1992, the data on non-residential buildings starting from 1993, and the data on civil engineering works starting from 2011.

Until 2011, the data covered only new construction. As of 2011, data on extensions and reconstruction are also available.

The data on completed buildings by municipality are comparable starting from 2017, as the borders of municipalities changed considerably after the 2017 administrative reform.

15.3. Coherence - cross domain

The data serve as a basis for 21405 “National accounts (quarterly)”.

The data of construction permits allow assessing future construction activities. Due to time lag, the statistics of construction permits and use and occupancy permits are indirectly comparable to the data of statistical activity 20103 “Construction volume indices”.

15.4. Coherence - internal

Use of a common methodology during data aggregation ensures coherent data. Higher-level aggregations (type of construction and regional breakdown) are calculated from detailed data according to the list of construction use purposes.

number and floor area of completed dwellings by number of rooms, region and municipality – previous year's data;

number and floor area of completed dwellings by type of residential building, region and municipality – previous year's data;

number, usable floor area and volume of completed non-residential buildings by type of construction, region and municipality – previous year's data.

Data are obtained from the Register of Construction Works via the X-Road data exchange layer.

The data are compared with the data of previous periods.

Microdata are aggregated to the level necessary for analysis. This includes aggregating the data according to the classification, and calculating various statistical measures.

The collected data are converted into statistical output.

Adjustment is carried out for the time series of dwelling and non-residential building completions. Time series are seasonally adjusted and trend-cycle is estimated.
