The number of accommodated tourists was up by 7% in April year on year

According to Statistics Estonia, accommodation establishments served 251,000 tourists in April 2025, which is 7% more than in the same month last year. There were 16% more foreign tourists. The number of accommodated domestic tourists did not change significantly year on year.

Helga Laurmaa, leading analyst at Statistics Estonia, said that 133,800 foreign and 117,500 domestic tourists were accommodated in Estonia in April 2025. The number of foreign tourists has shown considerable growth over the last year but has not yet fully recovered from the slump a few years ago. “Compared with April 2024, the number of foreign tourists increased by 16%. It is still lower than in April 2019, the last peak for this month,” said Laurmaa. “The number of accommodated domestic tourists remained similar to April last year but it was actually 11% bigger than in April 2019,” she noted. Domestic tourists represented 47% and foreign tourists 53% of accommodated tourists.

Over 49,000 tourists arrived from Finland, accounting for 37% of all foreign tourists accommodated in Estonia. Accommodation establishments hosted 20,000 tourists from Latvia (15%), nearly 7,000 tourists from Germany (5%), 6,200 tourists from Lithuania (5%), over 4,800 tourists from the United Kingdom (4%), and 4,500 tourists from Sweden (3%). Compared with April last year, there were 17% more accommodated tourists from Finland, 30% more tourists from Latvia, 16% more tourists from Lithuania, 15% more tourists from Germany, and 18% more visitors from the United Kingdom.

In April, 78% of the accommodated foreign tourists were on holiday and 17% were on business trips. 75% of the foreign tourists preferred to stay overnight in Harju county, followed by Pärnu (11%), Tartu (7%), Ida-Viru (2%) and Saare (2%) counties. Lääne, Lääne-Viru and Valga counties each accommodated 1% of the foreign tourists.

In the case of accommodated domestic tourists, 71% were on holiday and 20% were on business trips. The biggest share of domestic tourists were accommodated in Harju county (34%), followed by Pärnu (13%), Tartu (12%), Ida-Viru (10%) and Saare (6%) counties. Lääne, Lääne-Viru and Valga counties each accommodated 5% of the domestic tourists.

Tourists spent a total of 466,000 nights in accommodation establishments: foreign tourists stayed for 270,000 nights and domestic tourists for 196,000 nights in total.

In April, 916 accommodation establishments served visitors in Estonia. There were 22,000 rooms and nearly 51,000 bed places available for guests. The room occupancy rate was 43%. The average cost of a guest night was 47 euros per person, which is 3% more than in April 2024 and 10% more than in April 2019. The average cost of an overnight stay per person was 51 euros in Lääne-Viru county, 50 euros in Harju and Saare counties, 46 euros in Ida-Viru and Tartu counties, and 41 euros in Pärnu county.
