Being at risk of poverty means that a person’s income is below the at-risk-of-poverty threshold. The threshold is calculated on the basis of equivalised disposable income that takes into account the composition of the household (the weight of the first adult member is 1, the weight of each additional member aged at least 14 years is 0.5 and the weight of everyone under 14 years of age is 0.3), i.e. the total household income is divided by the sum of equivalence scales of household members. According to Statistics Estonia, in the 1st quarter of 2019, the labour force participation rate was 70.8%, the employment rate 67.5% and the unemployment rate 4.7%. The labour force participation rate and the employment rate remained at a similar level compared to the same quarter of the previous year. The unemployment rate, however, decreased by 2.1 percentage points.

The next population and housing census in Estonia will, for the first time in Estonian history, take place on the basis of registers, i.e. no information is asked from people directly, the results are put together based on the data stored in state databases.
