Construction price index – expresses the change in the cost of construction characteristic of the base year taking into consideration the price changes of basic inputs. Repair and reconstruction work price index – expresses the change in the cost of repair and reconstruction work for office buildings taking into consideration the price changes of basic inputs. Road maintenance work price index – index that expresses the change in the cost of road maintenance work taking into consideration the price changes of basic inputs. | |

All users have been granted equal access to official statistics: dissemination dates of official statistics are announced in advance and no user category (incl. Eurostat, state authorities and mass media) is provided access to official statistics before other users. Official statistics are first published in the statistical database. To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, the European Statistics Code of Practice and the Quality Assurance Framework of the European Statistical System (ESS QAF). Statistics Estonia is also guided by the requirements in § 7. “Principles and quality criteria of producing official statistics” of the Official Statistics Act. | |
Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions. |

SURVEY DATA Total population is 1,700 construction companies and 100 wholesale companies of wood, construction materials and sanitary equipment as well as road construction companies. The sample includes 85 construction companies and 70 wholesale companies of wood, construction materials and sanitary equipment as well as road construction companies. An expert choice of construction companies is made. Wholesale companies of wood, construction materials and sanitary equipment and road construction companies are sampled by sales volume of construction materials. Data are collected and the submission of questionnaires is monitored through eSTAT (the web channel for electronic data submission). The questionnaires have been designed for independent completion in eSTAT and include instructions and controls. The questionnaires and information about data submission are available on the website of Statistics Estonia in the section Questionnaires. Data are collected with the monthly official statistics questionnaires “Construction price” and “Price of construction materials”. Price information is collected by sample survey, which includes Estonian construction and wholesale enterprises and retail trade enterprises of ten cities. | |
The input data is checked and, if necessary, corrected according to specified rules. The compliance of estimated statistics with the quality requirements is checked as well: comparisons are made with previous periods, internal coherence, the coverage of the total population and the response rate are checked. | |
On the bases of collected data Laspeyres-type price indices are calculated. Microdata are aggregated on the required level. The calculation of the construction price index covers four groups of buildings – detached houses, apartment buildings, industrial buildings and office buildings. Basic inputs are divided into three main groups: labour force, building materials and building machines. In repair and reconstruction work price index basic inputs are divided into three main groups: labour force, building materials and building machines. The annual index has been calculated as the average of twelve months. | |
