In September, the number of accommodated tourists grew by 4% year on year

According to Statistics Estonia, accommodation establishments served 288,000 tourists in September 2025, which is 4% more than in September 2024. There were 3% more foreign and 5% more domestic tourists than in the same month last year. The number of tourists from Finland decreased for the fifth month in a row. 

157,000 foreign and 131,000 domestic tourists were accommodated in Estonia in September. Among all accommodated tourists, foreign tourists held a slightly higher share (55%) than domestic tourists. Helga Laurmaa, leading analyst at Statistics Estonia, said that the number of foreign tourists has shown growth in most months this year. “Compared with September 2024, there were 3% more foreign tourists accommodated in Estonia in September this year. However, their number remained smaller than before the pandemic,” explained Laurmaa.

“After three months of year-on-year decline, the number of domestic tourists also showed growth in September year on year. There were 5% more domestic tourists than in September 2024, and their number also exceeded the pre-pandemic level, being nearly a fourth higher than in September 2019,” she added.

In September, 43,000 tourists arrived from Finland, accounting for 27% of all foreign tourists accommodated in Estonia. “Tourists from Finland represented the biggest group but their number was down by 5% in September, meaning that there was a year-on-year decrease in the number of Finnish tourists for the fifth month in a row,” said Laurmaa. Accommodation establishments hosted almost 19,000 tourists from Latvia (12%) and nearly 15,000 tourists from Germany (9%). Year on year, there were 7% more tourists from Latvia and 9% more tourists from Germany accommodated in September.

The greatest share of foreign and domestic tourists is still accommodated in Harju county

In September, 75% of the accommodated foreign tourists were on holiday and 19% were on business trips. 74% of foreign tourists preferred to stay overnight in Harju county, followed by Pärnu (10%), Tartu (7%) and Saare (3%) counties. 2% of foreign tourists were accommodated in Ida-Viru county. Lääne, Lääne-Viru and Valga counties each accommodated 1% of the foreign tourists.

Of the 131,000 accommodated domestic tourists, 70% were on holiday and 22% were on business trips. The largest share of domestic tourists was accommodated in Harju county (34%). This was followed by Pärnu (12%), Ida-Viru (10%), Tartu (10%) and Saare (9%) counties. 6% of the domestic tourists stayed in Valga county, 5% in Lääne county and 4% in Lääne-Viru county.

No increase in cost of accommodation year on year

In September, there were 1,061 accommodation establishments open in Estonia. The room occupancy rate was 45%. The average cost of a guest night was 50 euros per person – this is the same as in September last year. The average cost of an overnight stay per person was 56 euros in Harju county, 46 euros in Tartu county, 45 euros in Ida-Viru, Saare and Võru counties, and 42 euros in Pärnu county.
