Helga Laurmaa, leading analyst at Statistics Estonia, said that nearly 1.86 million foreign tourists and nearly 1.76 million domestic tourists were accommodated in Estonia in 2024. “Compared with 2023, there were 11% more foreign tourists, while the number of domestic tourists remained at the same level. If we compare last year’s figures to 2019, which was the pre-pandemic record year, the number of accommodated domestic tourists has increased by over 200,000 but, at the same time, the number of foreign tourists has decreased by almost 400,000,” noted Laurmaa. The number of domestic tourists, which was in decline for most months in 2024 year on year, took an upturn in October 2024 and continued this trend in November. Still, the number of tourists remained 6% smaller than in November of 2019, the pre-pandemic record year. “Compared with November 2019, there were 12,000 more domestic tourists accommodated, while the number of foreign tourists was lower by 27,000 in November 2024,” added Laurmaa

According to Statistics Estonia, accommodation establishments served over 293,000 tourists in May 2024, which is 11% more than in May last year. There were more domestic as well as foreign tourists accommodated.

The consumer price index uses weights reflecting the average expenditure structure of Estonian residents, while the harmonised index of consumer prices also takes into account tourists and is comparable to the international HICP. “Based on the preliminary estimate, the HICP was affected by the rising prices of food products and also by the higher prices of holiday trips and accommodation, although the latter is likely to be a temporary trend. According to Statistics Estonia, accommodation establishments served nearly 234,000 tourists in April 2024, which is 7% less than in April last year. There were fewer domestic as well as foreign tourists accommodated.

Sigrid Saagpakk, analyst at Statistics Estonia, said that, in the first quarter of 2025, the average monthly gross wages and salaries were the highest in Tallinn (2,384 euros) and in Harju (2,263 euros) and Tartu (2,023 euros) counties. “Compared with the first quarter of last year, the biggest increase in wages was seen in Tartu (7.2%) and Ida-Viru (6.9%) counties. The rise in average monthly wages was the slowest in Harju county, excluding Tallinn – 4.8%,” noted Saagpakk. According to Statistics Estonia, nearly 225,000 tourists stayed in accommodation establishments in February 2024, which is 1% more than in February last year. The number of domestic tourists decreased a little, while the number of foreign tourists increased.
